A new motor carrier cannot legally operate until its liability insurance is on file with FMCSA. FreshAuthority turns that public filing stream into a clean daily CSV — every new authority granted in your state, plus the two trigger files that set up the second and third sales: renewals due within 60 days and carriers whose liability coverage just lapsed.
Counted from the FMCSA public file dated October 29, 2026 — for-hire motor carrier authority grants, trailing 30 days. Refreshed on the site as new files publish.
An operating-authority grant is not a "maybe someday" prospect. It is a business that just cleared a federal checklist whose last step is buying the exact policy you sell — and a business whose renewal date is now on a clock you can read.
No active BIPD liability filing, no legal operation. Every carrier in the daily file has either just bound coverage — and can still be quoted against it — or is finalizing it this week. You are calling during the decision, not after it.
Every plan includes the renewal file: carriers whose liability policy anniversary falls within the next 60 days, with their current insurer named. That is a 60-day head start on every requote in your state.
When a liability filing is cancelled and not replaced, the carrier's authority is headed for revocation. The lapse file lists them while fixing it is their most urgent problem — and a new policy is the fix.
One row per carrier, sixteen fields, ordered the way agents actually work a list: current insurer and BIPD effective date first — who has the policy now, and when it renews — then the carrier and its contacts. Compiled from FMCSA's public Licensing & Insurance and company census records. No padding, no recycled lists — the file is rebuilt from the federal source on every run.
| Field | What it tells you |
|---|---|
insurer_name | The insurance company on their active liability filing — your competitor, named, on every renewal and lapse row. |
bipd_effective_date | When their current liability policy took effect. This is the date the renewal file is built from. |
legal_name / dba | The carrier's legal name and trade name, exactly as filed. |
usdot / mc_number | Their federal identifiers — look them up anywhere, verify in seconds. |
street, city, state, zip | Physical address as filed with FMCSA. |
phone / phone_type | Filed phone number, flagged cell when it matches the carrier's census cell-phone field — so you know which numbers can receive a text. |
email | The email address the carrier filed in the FMCSA census, where one is on record. |
power_units | Fleet size as filed — a one-truck startup and a 40-truck fleet are different conversations. |
cargo_or_equipment | What they haul (general freight, autos, produce, household goods, and so on) from their census cargo flags. |
authority_grant_date | The day FMCSA granted the authority. Grants file rows are dated the day they happened. |
FreshAuthority includes all three files in every paid plan — no trigger upsell at any tier — because the renewal and the lapse are where the second and third sales come from.

For-hire motor carrier authority grants in the FMCSA public file dated October 29, 2026, trailing 30 days. Do the cost-per-lead math yourself: at $39/month, a one-state Texas plan works out to roughly 5.4¢ per new-authority lead at current volume ($39 ÷ 717 Texas grants). Nationwide, Every State at $79/month is about 1.3¢ per new carrier ($79 ÷ 6,193 grants).

Counts reflect the pipeline's product scope: property, household-goods, passenger, and enterprise carrier authorities (brokers and freight forwarders excluded — they don't buy the policy). Your state's exact current count is in the free sample.
Start with the free 25-lead sample, or start a free 7-day trial on any plan (card required, no charge for 7 days, cancel anytime). Tell us the state (or states) you write in.
Every morning Monday–Saturday, your CSVs are compiled from the latest FMCSA release and emailed to you by 6:00 AM Eastern — in your inbox up to three hours before services delivering around 8:00 AM Central. Grants, renewals, lapses — three files, one delivery.
Call the grants while they're binding, work the renewals 60 days out, and rescue the lapses before revocation. Cancel anytime from your Stripe receipt — no contract, no retention call.
One State and Every State include all three files — grants, renewals, and lapses. Plus Feeds adds the change and filing feeds, plus change files for your own book (up to 5,000 carriers). No per-lead fees, no contract, cancel anytime — and every plan starts with a free 7-day trial.
Full daily files for a full week, before you pay anything. Card required to start; no charge for 7 days, and cancelling before day 7 costs nothing. Then the plan price below — cancel anytime after that, too.
If fewer than 95% of rows in a file have a working phone or email, that month is free. Plainly: point us at the file, we check it against the filing data, and if it falls below 95% you don't pay for that month. In our October 29, 2026 build run, 99.97% of new-grant rows carried a phone or an email — the guarantee is there for the months that don't look like that.
Payments are processed by Stripe. Every plan starts with the free 7-day trial (card required, no charge for 7 days). Your delivery state is collected at checkout follow-up — reply to your receipt email, or tell us in the sample form, and your first file arrives the next delivery morning. Looking for just the sample first? Request the free 25-lead sample — no card at all.
Every carrier in the daily file just proved it intends to haul freight — and almost none of them have a factoring relationship on day one. The file gives your reps the same head start it gives agents: the grant the morning it happens, with phone, email, fleet size, and what they haul.
Power-units and cargo fields let you cut the national file to exactly the carriers you fund — first-truck startups in your lanes, or fleets of five and up hauling the freight types you prefer.
Factoring teams use the same plans above. The renewals file doubles as a re-engagement list: a carrier approaching its policy anniversary is also approaching its annual "review every vendor" moment.
The 25 most recent new-authority grants in your state, with the full contact fields — the same rows subscribers worked this week. Sent to your email, usually within the hour during business hours.
FMCSA's own public records — the Licensing & Insurance files and the motor carrier census, published by the U.S. Department of Transportation. FreshAuthority compiles, cleans, deduplicates, and delivers them in a workable format. The underlying records are public; you're paying for the daily compilation, the trigger files, and the delivery, not for the raw data.
The grants file is rebuilt from the latest FMCSA release every delivery morning (Monday–Saturday) and delivered by 6:00 AM Eastern — up to three hours before services that deliver around 8:00 AM Central. A grant that posts to FMCSA's system is in your file the next delivery cycle — typically within one business day of the grant itself.
Correct — and any seller who claims otherwise is guessing quietly. We use the industry-standard method: a policy's renewal falls on the anniversary of its liability filing's effective date. The renewals file lists carriers whose anniversary falls within the next 60 days, filtered to policies at least 300 days old. It's a proxy — an accurate, openly-described one.
A carrier whose liability (BIPD) filing shows a cancellation effective within the last 30 days and who has no active replacement filing in the current insurance file. Those carriers face authority revocation if they don't re-file — which is why the list converts.
Every row carries the phone number the carrier filed. The phone_type field flags it as a cell when the number matches the carrier's census cell-phone field. Numbers that match only the business phone field are marked business/unknown — we flag what we can verify and label the rest honestly.
Pick any plan and check out with a card — you are not charged for the first 7 days, and cancelling before day 7 costs nothing. Files deliver daily during the trial, same as a paid plan. If you keep it, billing starts on day 8 at that plan's monthly price; cancel anytime after that from the link in your Stripe receipt.
If fewer than 95% of rows in a file have a working phone or email, that month is free. Email us the file, we verify it against the filing data, and a file below 95% means no charge for that month. Contact data comes from the carriers' own federal filings — the guarantee is how we stand behind the compilation.
Yes to both, anytime — reply to any delivery email to change states; cancel from the link in your Stripe receipt. There is no contract and no cancellation call. On Plus Feeds, the change files for your own book cover up to 5,000 carriers.
The records are public federal filings. Your outreach still has to follow the rules: you are responsible for TCPA, CAN-SPAM, and state telemarketing compliance when you call, text, or email any lead from any source, including this one. Don't text numbers without consent, honor opt-outs, and check the national and state do-not-call lists as your counsel advises.
